Abstract

Equal social participation is an absolute prerequisite for building a just community. However, social constructions of gender often limit women's mobility in the public sphere. This study aims to describe the forms of gender inequality in community social participation and explore the cultural factors that perpetuate this condition. This study used a qualitative descriptive approach. Data were collected through in-depth interviews with informants and participant observation in various community activities. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The study found that women's participation experiences marginalization and subordination. Women's involvement is dominated entirely in the domestic-social sphere, which is technical and operational (such as the Family Welfare Movement (PKK), Integrated Health Service Posts (Posyandu), and the consumption section). In contrast, the strategic-political sphere of local policymaking is completely dominated by men, accompanied by a process of silencing women's voices in formal forums. This inequality is perpetuated by cultural factors such as patriarchal ideology, domestication of roles, and negative stigma against vocal women, as well as structural factors such as the double burden, gender bias during community meetings, and the absence of local affirmative action policies. Gender inequality in social participation manifests itself in the unequal separation of roles between the domestic-social and strategic-political spheres. Deconstruction of patriarchal culture and reform of local institutions are needed to create gender-friendly spaces for participation.
